When the ticket is soaked in a mixture of alcohol and water, the alcohol is in the outer ticket. When we turn on the ticket, is the alcohol that is burned. The temperature at which alcohol is burned is not high enough to evaporate the water, which has high specific heat and protects the ticket to burn, so while the ticket remains moist not burn.
